Psychiatrist charged with exploitation

An Affinity Behavioral Health psychiatrist accused of having inappropriate sexual contact with a patient could spend time in prison if convicted of felony charges.
Charles D. Morgan, 62, of Neenah, was charged in Winnebago County Circuit Court Monday with sexual exploitation by a therapist, a felony that carries a maximum penalty of 12 years, six months in prison and $25,000 in fines.
According to the criminal complaint, Morgan sexually assaulted a 27-year-old woman, whom he had been treating for bi-polar disorder for the past two years. The woman told Morgan she wanted a different psychiatrist after he kissed her on two occasions while she was in the hospital receiving treatment.
The woman told police she was admitted to Mercy Medical Center on June 17 to receive electronic convulsive therapy as an in-patient treatment. Morgan came into her room June 18 and gave her hug. She said he came into her room again on June 19, kissed her and told her he did it, “Because I like you,” the complaint states.
Morgan kissed the woman again on June 20 and told her she needed to keep it confidential.
The woman told Morgan she wanted a different psychiatrist on June 21. Morgan arranged to meet the woman at his office on West Ninth Avenue in Oshkosh once she was discharged from the hospital. At the office, the woman and Morgan were sitting on a couch when he began kissing her and having inappropriate sexual contact with her.
Morgan has been suspended from his position with Affinity Behavioral Health, according to his attorney Robert Collins.
Winnebago County Court Commissioner David Keck ordered Morgan be held at the Winnebago County Jail in lieu of a $500 cash bond. Morgan is due back in court July 10 for a preliminary hearing.

I’m 38. He was my doc for 4 years and I knew I was in great hands. He was always professional.
I know this is a frame-up. I’ve known lots of men through the jobs I’ve had and this is one guy I would never consider putting on my ‘perv’ list. I’m thinking the ‘victim’ wanted to punish a father figure or maybe is out to get money??
Lots of patients are suffering without our trusted doc there… he was always keeping what’s best for us as the main goal.
