A mental health nurse who sent psychologist Tania Lioulios away from the Canberra Hospital twice in the hours before she died last year has addressed the inquest into the death.

The inquest has heard Lioulios asphyxiated herself later on July 4 with a seatbelt in the back of the prison van, which was taking her from the ACT Magistrates Court to the Belconnen Remand Centre.

The mother of two died from her injuries eight days later at Calvary Hospital.

Mental health nurse Claire Bickmore told the inquest yesterday that police had brought Lioulios into the hospital’s psychiatric services unit twice early on the morning of her death.
The 42-year-old Kambah woman was taken to the hospital after she was arrested for breaching a protection order by going to the home of her former lover, prominent Canberra psychiatrist Hugh Veness.

Ms Bickmore told the court she believed the police officers’ fears that Lioulios would self-harm were unfounded, despite the fact Lioulios had been treated at the hospital the previous day after a suicide attempt.

Lioulios was then taken to the police watch-house, but the sergeant in charge, alarmed at her mental state, sent her back to the hospital, where Ms Bickmore again saw her.

Under cross-examination by John Purnell, SC, counsel for Dr Veness, Ms Bickmore said Lioulios told her she would kill herself when she was released from jail.

”Is that not a cry for help?” Mr Purnell asked. ”Not necessarily,” the nurse replied. She said because the threats of self-harm related to a future event, she believed they were unlikely to be acted on in the short term.

The inquest also heard from the arresting officers, constables Jessica Brenner and Peter Hockings, who said they were surprised the hospital had declined to admit Lioulios.

A former Fremantle psychologist who used bondage and discipline role-playing to treat a 22-year-old bulimic woman has been ordered to see a psychiatrist after arguing he should not face disciplinary proceedings because he had post traumatic stress disorder since being cleared of sexually assaulting the client.

Bruce Alistair Beaton was acquitted last year of unlawful and indecent assault, and aggravated sexual penetration of the young woman, who also claimed the psychologist whipped her with a homemade cat-o’-nine-tails while treating her between January and March 2005.

During Mr Beaton’s highly publicised trial, the District Court was shown hidden camera recordings in which the then-64-year-old called the woman his “submissive”, describing her as “delicious” and telling her he was going to “enjoy” her and “have a taste” of her. The woman, who wore a dog collar in the footage, was told to “kneel” before reading an oath pledging her body and mind to her “master”.

In the recording, Mr Beaton showed his young patient a homemade whipping implement before 12 lashings were heard but not seen in the footage. Police stormed the room shortly after.

Mr Beaton gave evidence in the 2007 trial, saying his client’s case had been far from straightforward and included her tendency for sado-masochistic relationships.

He told the court he had tried common methods to treat bulimia before deciding to work towards BDSM (bondage and discipline, domination and submission, sadism and masochism).

Mr Beaton was cleared of the sex and assault charges but convicted of contempt for failing to name in court the colleague who advised him on treating clients with violent sexual tendencies.

The Psychologists Registration Board of WA began disciplinary proceedings against Mr Beaton in the State Administrative Tribunal in March last year over the contempt conviction. It began a second application against Mr Beaton last December, alleging he had failed to treat a patient adequately, treated her for behaviours that did not constitute a recognised mental health disorder and had used techniques that were likely to humiliate or degrade her.

Mr Beaton argued that the proceedings could not go ahead because he was no longer registered or practising as a psychologist.

He also tried to freeze the proceedings against him until he had legal representation, claiming he had post traumatic stress disorder and severe depression over the case.

Mr Beaton submitted a psychiatrist’s report in which a professor said the former psychologist could be “retraumatised” if the proceedings continued.

However, the tribunal ruled last month that the board was able to start action against Mr Beaton, meaning he could face penalties that include a fine of up to $25,000.

The tribunal also ordered that Mr Beaton undergo independent psychiatric examination regarding his claim he was suffering from post traumatic stress and depression. Mr Beaton was ordered to have three sessions with a consultant psychiatrist to be nominated and paid for by the board.

IOWA CITY – An Iowa City psychologist who was arrested on child porn charges will not be seeing any patients for a while.

On Wednesday, the Iowa Board of Psychology approved a stipulated order that restricts Howard Weinberg, Ph.D. from practicing psychology.

Back on April 16th, police arrested Weinberg for allegedly having child pornography on his computer. Weinberg is officially charged with possession of images depicting the exploitation of a minor.

The stipulated order states that if Weinberg continues to practice psychology the board can revoke or suspend Weinberg’s license. The board says it will continue to investigate the matter until the criminal charge is resolved.

Police confiscated five computers from Weinberg’s home. They say they found hundreds of images and dozens of videos of child pornography on at least one of those computers. According to police many of the children appear to be 10 years old or younger and many look like they are under five.

Weinberg is a clinical psychologist in Iowa City. He has worked with couples and families, including children.

Iowa City Police Sergeant Troy Kelsay said, “Right now there is no evidence that he was making these images himself. That’s a possibility, we just don’t know yet.”

Police say there is a very real possibility more charges will be filed.

They found out about the images from a computer store working on Weinberg’s computer. An employee saw the images and called police. Police say the staff at Neo Computers is taking some heat for turning in Weinberg. Some people apparently do not like the idea that a company searching your computer can find illegal activity and report it to the cops. But police say the company did the right thing. They stress there is no right to privacy. If you take your computer in to be serviced by anyone, and that person finds evidence of criminal activity he or she should call the police.

Weinberg has been a licensed psychologist in Iowa since 1989. The State Department of Public Health regulates licenses for psychologists. The board can make an emergency decision to suspend or repeal a license if the members believe there is a risk of immediate danger to the public.

The Bureau of Professional Licensure is a Bureau within the Iowa Department of Public Health with 19 licensure boards regulating 39 professions. The mission of the professional boards is to protect the public health, safety and welfare by licensing qualified individuals and enforcing Iowa’s statutes and administrative rules fairly and consistently.

Associated Press – April 17, 2008 1:44 PM ET

IOWA CITY, Iowa (AP) – An Iowa City psychologist has been arrested after a computer service center allegedly found child pornography on his computer.

Howard Weinberg was arrested Wednesday night after investigators searched his home and seized a computer, which police say contained numerous images of children under the age of 5 engaged in sex acts.

Police say they were called by a local computer service center on Tuesday about a customer’s computer that contained child pornography. That computer also was seized by investigators.

Officials at the Johnson County jail say he was being held and was in court Thursday morning.
